Even though I voted this question up +1, it got me thinking about the process.
I could be wrong here, but I think this is deliberate and not a mistake or a bug.
As we know, when we get visual notification about an update/upgrade, or we get a text or a missed call, the icons show on the left side of the date string in homesceen, but we also know, they are just icons and not launchable icons - hence the term, 'notification'. So, the natural thing is to tap on the notification icons which doesn't open anything, instead, the pop up from the bottom of the screen shows itself.
There is no need to follow your "how to reproduce", simply tap that area of the homescreen any time you like, say, after a reboot and up pops the animated dialogue; "swipe up to access your notifications" - this is a method of directing the user to the actual notifications, while reminding the user that simply tapping notification icons does nothing, you must swipe up.
If we check the change log provided by Jolla https://together.jolla.com/question/95125/changelog-116aaslakkajarvi/ we can see by looking at the section called lipstick-jolla-home-qt5
and then scroll down a little in that list we come across this; [lipstick-jolla-home] Use press effect to highlight notification preview
- like I said, I could be wrong and may have my wires crossed, but this makes certain sense to me but perhaps someone from Jolla could clarify these points for us.. @bijjal :)

raketti ( 2015-06-21 12:47:00 +0200 )editI think it's since the update when they added their integrated forecast app. I remember all my notifications were displayed "one notification icon spot" lower because the first ghost one was probably the forecast app spot (as it is always at the top in the event view).
