This behavior very confused me. Obviously, It is not important thing, but very strange. Why change locale reboot whole phone?

That's pretty normal in Linux distributions and Sailfish is one :)

The locale is sourced at boot from /var/lib/environment/nemo/locale.conf by the init daemon (systemd in this case) and is inherited by every running application. This means that even if you change it, the new one won't be loaded.

So to solve this you have to reboot the phone :)

Why not start GUI process with other environment variable?

Might be done, but personally I think that's a solution in search of a problem.

Even then, the other underlying daemons need to be restarted too, so the system won't switch fully to the new locale. And restarting the UI will close the running applications anyways.

I think it is because there are many subsystems which need to be restarted oder reinitialiised to show the right language, so it's easier to reboot phone to prevent failures.
