Somebody correct me if I'm wrong, but I think the "widgets" idea was replaced mainly by active covers... you can have up to 9 widgets, provided that the last applications that you used support such functionality. I reflected about it, and I think it's great.
Regarding your photo frame use case, wouldn't ambience do just fine for you? Just put the photo as ambience, your whole OS colour set adjusts to it and you're done. You can have several and change depending on mood.
NB: widgets != switches or stuff that goes into the events view. It would still be nice to configure what's in the lock screen pulley menu or what can be displayed in terms of battery life, etc. etc.. I just don't see the need to have things like a weather widget any more. Every single time I look at the N9 one, I end up in the application, and I realized that thanks to Jolla's approach.
