There's an in-built flashlight app in the quick actions. Does that work for you?

I've Jolla 1 running Haapajoki where the built in flashlight works correctly. Simple Flashlight App 3.2 (29) from the Jolla store doesnt light up.

The gstreamer libraries were updated. It's possible that the gstreamer update broke some third party applications. Please report this to the application author, so that they can update their app to ensure it works with the updated gstreamer libraries.

One might question how it comes gstreamer is required to switch on a flashlight, but, you know, just saying :)
