Using a handset as an ID document in the existing inspection ecosystem

Hi Guys,
I am currently working on the technology that permits to use a handset as electronic ID document similar to travel passport with the chip. And this shall be used within existing inspection ecosystem. In the US they have already used this approach to implement a driving license in few states and have already launched it in the pilot mode.
As far as I can understand Jolla and SailfishOS in particular is not fully compliant to NFC Forum standards. However I would welcome if anybody knows something about Host-based Card Emulation (HCE) support in SailfishOS.
Additionally your feedback about the idea of using a handset instead of traditional ID documents is really welcome.
