Or announcing any decent device, cooperation with any global vendor making mid/upper range device with usable camera...

Yes, at least according to this (French) blog post they will have a stand there (45m^2 in Hall 5): https://jollafr.org/jolla-sera-present-au-mobile-world-congress-2017/

Especially your big market and focus should be the US market- loooots of customers, network penetration, and tons of kids that could use a low to mid range phone which parents wouldnt want to pay much for (due to inevitable death by water or mud). Which brings me to the strategy to succeed here: create a reliable system which backs up essily and allows quick restore on new hardware. Unfortunately in the industry the only company that has mastered that and reduced the barrier of upgrade is Apple.
