Can we request Telegram LLP for an "Official Telegram Client for Sailfish OS" ?

You did it in wrong place. You should request official messenger at telegram site/email/whatever, not here.
Thanks for the suggestion, but neither I have any official way to communicate to them nor I represent Sailfish OS/Jolla. I made a request here so that someone in official capacity could communicate to Telegram LLP.
