The option to enable the reboot button in the pull down menu, is not a developer option, it is a user option.

It should not be in the developer menu and should be in a user menu such as "display" or "lock screen."

I absolutely agree! Reboot option in developer menu doesn't make much sense.

Even more - it should be on by default, no option at all.

Being on by default - maybe. Not everyone keeps their phone on all the time. No option at all - definitely not.

One of my Android tablets has a non-removable reboot option. I sometimes hit it by mistake in the evening and put it down: result is a flat battery in the morning.
