Since june 2017 there is the end of roaming charges for travellers in the EU.
It would be nice to exclude EU countries from the roaming option OR have an additional option to separately allow all mobile data within the EU.

Uh, that sounds dangerous. Certain EU countries and operators exercised opt-out, charging roaming as before.

yeah, thats a false friend. Yes, EU endet roaming charges within the EU, but only on the paper. There are a lot of loopholes.

I was only in Czech and Austia since june and always got a message that my datapacket is valid and data roaming is free of charge. Have you other experience?

Please read thoroughly this page, especially "Assessment and recommendations" part: http://prepaid-data-sim-card.wikia.com/wiki/European_Union

Completely killing the roaming data counter is a very bad idea. Also, this kind of discounted roaming agreement exists on the other part of the world too. Roaming agreement can vary among home operators, visiting networks in use, tariff plans, so coding such volatile information inside OS looks bad idea for me.

Can confirm what @peremen said -- if you have contract with some old "EU roaming" options and you don't explicitly opt-out / cancel that option, same terms apply -- you pay as before. Valid for Slovenia, operator Telekom.
