[Feature Request] Offline Developer Mode: Cache packages to enable DM without internet connection

The topic nearly says all: Please include the possibility to enable the Developer Mode when the device has no internet connection. The way I understand it, the device installs specific packages when you enable the DM and removes them when you deactivate it. This is a nice, clean way, but brings the disadvantage that you can't enable the DM while the device is offline (as it can't download the required packages).
Maybe there is a possibility to cache the packages, so they are already downloaded on the phone when you need them. At least on my XperiaX with 2.4.14 this is not the case. When the device is offline and I want to enable the DM, it asks me to connect to the internet.
