Issue with lock mode usage

I use now the fingerprint to unlock the phone, I found something wrong, Operation:
Option Fingerprint + security code:
Press the power button, Turn on the screen then ask for the security code: OK
Put the finger: turn the screen then ask for the security code: KO, from my point of view, don't need to ask for the security code, the fingerpint is already a secuity option
Option Fingerprint only:
Press the power button, turn on the screen and full access to the phone: KO, from my point of view this is a bug and a big security issue, need the fingerprint or something else to have full access to the phone
Put the finger: Turn on the screen and ful access to the phone: OK
