It's available for me, on 3.1.0.11. Have you tried # pkcon refresh before?

Here's mine:

[root@Sailfish nemo]# pkcon search gstreamer1.0-tools

Searching by detailsStartingRefreshing software listQueryingFinishedAvailable gstreamer1.0-tools-1.14.1-1.4.1.jolla.armv7hl (jolla) Tools for GStreamerstreaming media framework

[root@Sailfish nemo]#

(I cpoy/pasted right from terminal, and used 'code' button, but it came out funky...)

Maybe try pkcon refresh...

here's the rpm, if you want - https://mega.nz/#!lkkGCKrY!PHTQnd9ccKNVcDejdPxtQsdm0aiQNgzaGFaNGhMXvs0

You may not be able to use gst-launch anyway due to quirks with gstreamer on sailfish

You can use something like this to run your own gst pipelines though https://github.com/r0kk3rz/gstdroid-player
