Is it some kind of Luks+AES, or VeraCrypt+XOR?

Probably right answer is: LUKS1 encrypted partition (dm_crypt) and AES-XTS-PLAIN64 encryption algorithm.

It's worth mentioning that LUKS2 is now also available, providing various improvements, including a passphrase algorithm that is much more resistant to passphrase bruteforcing. Fedora switched to using LUKS2 in Fedora 30.
