On Xperia X sfos Rokua, this official tracing app is deemed not installable by PlayStore . Does someone know about a directly installable apk file

You can forget StopCovid. At this time, Android apps (except for sounds) under Sailfish OS can not connect any other devices by bluetooth :-(
In fact it's a good news ;-)
If you want this app, you must rewrite natively for Sailfish OS. Cedric O. said that the source code is available at https://gitlab.inria.fr/stopcovid19.
