Worst answer in the world: It depends.
On multiple factors: your eMMC speed, your GPU performance, your amount of cores, the resolution of your screen, the speed of your RAM, the latency of your touchscreen, your gigahertz, etc.. Tune any one of these and a workable setup could come out.
But in practice for mobile devices: ARMv7-A above and something capable of Wayland and OpenGL ES 2.0. I wouldn't bother with anything less than 512mb RAM or 800x480. Even the cheapest smartphone is that these days.

I would think, low, as it was first run on the Nokia n950, which had an 1GHz single core processor and 1GB of RAM.
