I think that non-intrusive call feature should exist in all OSes. why? basically because sometimes when you play a game and someone calls it ruins everything! besides , why the phone should become unusable when someone calls? my suggestion is to add "Dismiss" to the pulley menu! so that the caller still calling but i don't have to see this.

Currently, on receiving an incoming call, if you pulley-up one level you have the option to silence the call. This immediately brings you back to the home screen without the caller knowing you've silenced them, which is very similar to what you describe with 'Dismiss'. As far as interrupting things, it may be possible in the future to have a custom ambience or app that stops the phone app from taking focus (personally I wouldn't want that, it is after all a telephone) but in the mean time there is always flight mode.
