Just reboot. Fixed it for me.

I've had this same issue now and then, but for me it isn't a permanent issue, nor does it require a reboot to fix. For me, when this issue occurs, it lasts something between 3 to 10 times in a row, and then disappears for no apparent reason. There seems to be no real reason for it to start, either.
