I found that sometimes I tap to quickly, which causes the Jolla to consider it random activity and dismiss it. Do it slowly, tap, tap and it then always works.

Not sure if this is the problem but thought I'd chime in.

It can be an issue if you have something already touching the outside perimeter of the screen. For example a protective case or desktop stand. You can test this theory by placing a finger on the outer edge of the screen and it will not allow double tap to wake.

Duplicate of https://together.jolla.com/question/6096/double-tap-occasionally-fails-to-wake-device/

Be aware that the proximity sensor has a very long range (~2cm), covering (having a finger in that position while tapping) it will prevent the device to unlock.

I found that sometimes it makes a difference how I hold my hand when I tap: When my hand is too close to the proximity sensor, the double tap won't work. (Happens when phone is on table and I approach it at some strange angle. Usually, when I hold it in my hands, it works.) Maybe that's your problem, too?
