presence-page inconsistency

Why exactly does the presence-page have buttons but no pulley? I find it highly disturbing that most pages are built top->down as this breaks with all one-handed use-cases. A pulley to change the status would be handy. Upper part could still be buttons or visual markers for current state.
Why is it not linked to Settings->Accounts? Manage Services anyone?
