I would like to know if there is an app to send SMS saved as a draft at a fixed time. This will be useful if due to a connection problem,SMS cannot be sent. Thanks

If somebody would like to get hands-on, here come the necessary ressources to create the functionality you would like.
1) Create a script to send text from command line. You would like to look into this thread. It actually contains a working solution.
2) Set up scheduling for the script, use results from these proceedings.
Maybe I'll dabble at that myself some day. :) Results to be published.

It also is a great reminder, or if you want to send a sms in the middle of the night and don't want to wake the other person so you set it to 10am. I always did this with Go SMS on my old Android phone.
