As there are apps like Xender, Shareit etc, they are not working when i download it from play store. They need to be ported to Jolla. File transfer using wifihotspot is important because its fast.

If you have developer mode enabled you can use SSH (resp. SCP/rsync) in the terminal; cf. https://en.m.wikipedia.org/wiki/Secure_Shell#File_transfer_protocols_using_SSH. However, it's not very convenient and you have to enter the password of the receiver. But it actually works over wifi-tethering and it uses strong encryption.

Have you tried SailServer? Not sure if it's in the regular store or openrepos, but sounds like it's something you're after.

But the dev doesn't seem to care much about it any more.

What is there to care about? It does exactly what it's supposed to and does that perfectly fine.
