This is partly related to security. The idea is that you can attribute past changes to TOH and thus have some apps/settings/identities/accounts/synced stuff only on if you have that particular TOH.
if possible even encrypted, so that you have a sort of group of changes/apps/etc... available to one or more TOH.
the bonus point would be that if you have no TOH, it would be possible to revert to a fresh phone, like nothing happened. which means you could also remove your TOH, have it revert live and you have a clean fresh phone to show other people.

Edit: someone wanted multiple profiles with one TOH, but auto-selected through other rules (ie: WLAN connectivity?), but this idea doesn't exclude that, i'm saying TOH here, but it's essentially a profile that can be linked to one or more TOH
