Intended activation of GPS seems to occur when launching an app like Maps or Nokia Here maps in the browser. Upon closing the location app GPS is being inactivated. However, after using Maps or Nokia Here quite a bit and closing them, the GPS was not beeing sponataneuosly inactivated any longer and I had to inactivate it using the settings menue. Before relaunching Maps I had to activated the GPS in settings, but it would not start to give data to the launched app. Only after rebooting the phone it started to work again. I guess there is a bug somewhere.
