According to changelog, it seems that it's intentionally changed so that since 1.1.9.28 the latest app I use is not anymore moved to the first position (upper left) in the multitasking view.
What might be the reason behind this choice?
Once again, this is something I'd like to see to be user-selectable. If Sailfish tries to attract advanced users, there must be enough possibilities for customization and I don't quite understand why previous good implementations are just removed and replaced by something different, why not to save the original code and in addition bring the new one (new one selected by default, of course, but user has the possibility to choose between those two).

PS. even if you like the current behaviour there's no need voting down this suggestion. Only do that if you disagree with the suggestion: you don't want the setting. You could still have the behaviour as it is now, even then.
