Launching the camera app from the pully menu in the locksreen does not switch to the camera app, instead, the app is launched in the background and an empty screen is displayed. However, a left/right swipe from that empty screen unlocks the device and the camera app is switched to.

Launching the camera app from the pully menu in the locksreen does not switch to the camera app, instead, the app is launched in the background and an empty screen is displayed. However, a left/right swipe from that empty screen unlocks the device and the camera app is switched to.
Note: The device is set to activate the lock code after 60 mins. The bug occurs when the device is not locked with a code.

Reproducibility: always.
Steps to reproduce: 1. Set "Automatic locking," under Settings >> System >> Device lock, to "Not in use," 2. Make sure camera app is not open in the background, 3. Lock device 4. Unlock device (screen double tap/power button), 5. Pull down to select camera
What happens: Nothing happens and the camera app is not brought up on the screen.
What is expected to happen: Camera app is opened on the screen.
