Can the following be a GNU-licensed Maliit plug-in?

A very accessible way to enter Indian language characters on any device, is transliteration of input from an ASCII keyboard to Indic Unicode characters/combining characters.

Well-known Indic transliteration schemes like ITRANS can be seen in GMail compose; Emacs has set-input-method itrans-________ for many Indian languages.

Can this be openly developed? Is Sailfish's input system unmodified Maliit? Can Maliit support, or be changed to support, ITRANS & similar transliteration? Documentation is AWOL!

Consider this, at your own peril, an offer to contribute to such a software, made by a guy who knows a couple of major Indic languages but doesn't know Unicode.
