On SailfishOS 2.0 there's an inconsistency in accessing launcher from lock screen when device is locked. The launcher is not available at all and the user has to use pulley menu to launch an app.
To solve this issue we can make the topmost row of lanucher accessible also on lock screen. It will be very useful especially when device is locked to have a consistent experience. It should be read-only just like launcher hinting on home, only to open few most frequent apps.
The pulley then can be used for most favorite shortcuts or something.
