[Official announcement] Adding new community languages: Estonian, Lithuanian, Serbian, Tartar, and Turkish

Hello all!

Happy to enable the volunteered coordinators and their fellow co-linguists to start translating fresh languages: Estonian (coordinator @krs), Lithuanian (@sledges), Serbian Cyrillic (@saleki), Tartar (@aserg), and Turkish (@jiit)

They've got the most work to do (≤10% in Transifex or yet completely untranslated), hence getting the headstart.

Transifex migration (for languages with >10% and a volunteered coordinator) is still under way (proving to be more challenging than I thought, but no major blockers left).

The rule for all the rest of barely-started (≤10% in Transifex) languages to be added stays the same: please volunteer to coordinate, and remember, this is a commitment, yet you'll be able to grow your team of coordinators when you approach the best and most active translators as time passes.

So, do not be ambiguous: "I would like to give a hand/I would like to contribute translations" keeps me guessing if you want to be a coordinator or not, hence only 5 languages are being added as of today (2016-06-29) :)

Please open TJC tickets and mention your coordinator for each dubious case of your language; especially when you want to make a terminology change. Don't be a mass-suggest-and-run translator ^-^
