In an earlier post, I mentioned how I was not able to enable developer mode. I finally figured out that the problem occurs when I am not connected to the internet.

So then I checked the following:

This piece exists for every time I entered dev-mode. When I looked it up, it seems this should only happen once. Even for this, dev-mode should have instructions that say so. But now these packages are being installed every time.

What should I do?

But now these packages are being removed every time I exit dev-mode and downloaded and installed every time.time I enter dev-mode.

What should I do?
