Let options in pulley menu be available even if phone locked

Currently (almost) all items (Settings/Camera/Phone) in Pulley-Menu of lockscreen are disabled if the phone is locked so I can't access them. There is already a question that some people want to have access to camera without unlocking the phone, but this question is different. It has to do with change of UI behaviour.

I still want to unlock the phone to access e.g. Settings or Phone, but I still want to use the fast Pulley-Menu to get there in the first place.

So, instead of having to Swipe up, enter the unlock code and then access e.g. camera/phone from my "favourites" or swiping further down to access "Settings", I want to use the Pulley-Menu item directly from locked screen, enter the unlock code and then have the choosen application started after that directly.

I think this way it would be much faster and for me much more intuitive concerning the UI.
