[Official announcement] L10n strings for 2.1.4

Hello again dear language fellows!

The new strings are upon us, to be translated by the end-of-Wednesday, 29th November.

And good news everyone: by popular demand we are aiming to bundle community languages that are 100% translated into official Sailfish OS images and updates: Dutch, Estonian, Greek, Hungarian, Japanese, Korean, and Turkish.
Languages that are now* 99% and will reach completeness during this translation round will also be considered: Chinese (Taiwan), Czech, Portuguese (Brazil), and Slovenian.

Due to some technicalities we are not able to offer these languages via the Jolla Store, but the size increase is minimal.

We are also implementing a "broad" language concept: to group many similar languages under one. That is why you can now see "Spanish (Latin America)" language. This will allow us to add Latin American Spanish locales to Sailfish OS without duplicating the strings (and effort).
So in future the list of languages will contain "Spanish (Argentina), Spanish (Bolivia), ..." -- each of them will share the same localisation strings of "Spanish (Latin America)", however will have their own locale (e.g. Bolivian will have "," as the decimal separator as opposed to "." elsewhere).

* - the percentage of languages' completeness has been checked at 10:00 UTC 2017-11-27, and only after that new 2.1.4 strings have been pushed out.
