At the very least in these cases the blinking seems to (usually) continue even after the reason for the notification blinking has been cleared e.g. read a received SMS:

• Miss a phonecall, later get a phonecall from the same person and answer it -> missed call blinking continues when display is turned off after call
• Receive an SMS/email and tap the notification on top of the screen to read it -> new SMS/email blinking continues when display is turned off
• Sometimes this also happens even if I go through the normal routine of doubletap to wake up the device, enter lock code, swipe to home screen, tap Messaging app, read SMS, close Messaging app, lock screen -> new SMS blinking continues. This doesn't always happen but on a gut feeling I'd say maybe 10% of the time it does.
