How to edit filesystems for which I do not have right permission?

I'm trying to follow instructions to set up a sip account in this topic: https://together.jolla.com/question/415/sip-voip-native-integration/ , however I'm stucked trying to edit /etc/pulse/xpolicy.conf because I do not own right permissions. I don't know how to do it, any help will be welcome.

[nemo@Sailfish pulse]$ chmod 646 xpolicy.conf chmod: changing permissions of `xpolicy.conf': Operation not permitted

I don't know how to do it, any help will be welcome.
