Cannot unlock XA2 bootloader

I have:

  • downloaded the latest platform tools
  • got the unlock code from Sony
  • tapped seven times to enter developer mode and turned on the OEM unlocking and USB debugging
  • told my laptop to pretend that it has USB2 ports
  • tried inserting a USB2 hub between the laptop and the phone

And yet I still get:

~/platform-tools/platform-tools » sudo ./fastboot oem unlock 0x0081F67(redacted)
FAILED (remote: 'Command did not succeed')
fastboot: error: Command failed

And:

~/platform-tools/platform-tools » sudo ./fastboot getvar all
(bootloader) unlocked:no
(bootloader) off-mode-charge:0
(bootloader) charger-screen-enabled:0

Am I doing something wrong? This is a BNIB phone, yet it has a "O2" app on it that I did not install. Have I been sold a pup?
