Using dbus import command from wiki: https://sailfishos.org/wiki/Sailfish_OS_Cheat_Sheet#Calendar
dbus-send --print-reply --type=method_call --dest=com.jolla.calendar.ui /com/jolla/calendar/ui com.jolla.calendar.ui.importFile string:/home/nemo/calendar.ics
I wasn't able to debug this, so I made two using journalctl: Log when Calendar app shows up with a spinner, but nothing happens and after few seconds it disappears. https://pastebin.com/q3Bff9XY
Sometimes the same command opens Calendar app as expected. I was able to capture the log as well https://pastebin.com/CmyHDUyr

I began experiencing this bug after recent update(s). In previous release(s) everything worked perfectly.
