Make Settings landing-page more finger-friendly

Please change the settings landing-page so people with small hands can reach favourites more easily.

Just put the static items on top (System settings, Apps, Accounts).

I thought of putting them in a pulley as you barely need accounts and apps after you setup everything but then you had the problem again or you swap the sliders with the favourites for this case.

  1. System Toggle Buttons
  2. System Static Shortcuts
  3. Apps Static Shortcuts
  4. Slider

Does anyone know where/how the order is set?

No matter what you add it is being added after the last item in its rank in that order.
