3.1.0.11 download offered, but not signed in for Early Access.
A Jolla account in use which has not signed in for Early-Access, however, 3.1.0.11 is offered for download, by check for Sailfish OS update. Verified by another account (and different J1) which also not signed up for Early-Access.
