Cannot install anything from Jolla store

I have a brand-new Xperia XA2 with Sailfish X 3.1.0.11 (the paid version). The initial installation of apps worked, but any further installations first go into "Waiting" for about 5 minutes and then fail with "Problem with store". Tried a bunch of different apps, YTPlayer, Recorder, Aptoide, all have the same problem. Adding repos and installing through storeman works fine. I have already tried recommendations from other threads, including:

  • Removing my account and re-adding it
  • Updating sign-in credentials
  • Rebuilding the app registry (in settings -> utilities)
  • pkcon refresh, pkcon update and zypper clean -a in a root shell all return without errors
  • ssu domain: sales
  • ssu release: Device release is currently: 3.1.0.11
  • ssu lr: https://pastebin.com/uMqHktbF (I disabled all repos in storeman to make sure they don't interfere)
  • version --dup: Ran through and updated a bunch of packages
  • pkcon install storeclient: Package not found: storeclient
  • Other packages install fine through pkcon, for example pkcon install sharutils

Any help will be very appreciated.

Update: I just managed to install Microsoft Exchange, so it's only user packages that aren't working. Looking at the output of journalctl, I can find the following:

Sep 05 12:16:31 Sailfish [4767]: [D] unknown:0 - void Package::InstallTransactionPkgKit::giveUpOrRetry(const QString&) "could not find package harbour-apk-com.aptoide.partners"

And indeed zypper search harbour only shows already installed packages. Already tried zypper clean -a and zypper ref and that didn't help.
