I noticed that Jolla browser no longer rotated to portrait mode from landscape (nor did other apps). The phone had been locked overnight. I checked that the auto-rotate setting was not disabled. I ran the CSD tool for Accelometer which failed! The failed values were 0, 0, 0.
WORKAROUND: I rebooted the phone and rotation now works again. CSD tool for Accelometer passes.

UPDATE: journalctl -f does not show log lines when I rotate the device while in this state. Can I find the lines related to the accelometer somehow?
