Every time I decline an incoming call I get a missed call notification from my operator (Vodafone.de). Also the caller gets a message shortly after the call that I'm available again. I got the impression that Jolla sends a message to the operator that is not intended for declined calls.

I haven't found alternative methods in the dbus interface of active call, and couldn't browse the source code of the phone app, which seems to be closed source.

Are you aware of a way to change the way when rejecting a call?

I got the impression that Jolla sends a message to the operator that is not intended for declined calls.calls. Instead of not available a rejected or busy indicator would be preferable.
