[bug] hot spot wifi not correctly reported to android apps

I encountered the issue while trying to run Canon Camera Connect app on a Xperia XA2. The app is used to connect the device to a canon camera, via wifi.

If using an infrastructure wifi (both devices are connected to the same wifi-network, such as a box), everything works fine.

However, if using hot-spot wifi, phone is the host, enable connection sharing, it does not work. The camera connect app keeps asking for enabling the wifi, which fails. The same goes if the camera is the access point, and the phone connects to ti. Wifi connection is not correctly reported.
