TOH auto apply is wrong

As I understand, atm when i connect new TOH it automatically applies what it should to apply, which can include downloading and installing an app from harbour. It seems a little bit unsecure for me. Imagine that a person left his phone for a minute on a table unattended, then other person puts its own TOH, and then puts it off. So the first person potentially couldn't even notice that something got installed on his device, and it could be some kind of spyware (unlikely malware will get through Harbour). What I propose is to ask person everytime, when new TOH is detected, wether he wants to apply changes that are coming with TOH. So if the device is locked, you'll need to unlock it first to install something from TOH.
