I haven't seen it reported before but it happends to me all the time. If I am not able to catch up an incoming call it always ends with a loud and annoying Special information tone and then, the messages "Disconnected" and "Network problem" show up in big letters. Trying myself, I've also checked out that the caller gets the corresponding disconnection SIT two or three seconds later.
I guess (and hope!) this is not intended and maybe it depends on the phone provider.
