After factory reset and restore from a backup (transferred to laptop via developer mode and then back) store client should at least offer to reinstall apps that were previously installed. This should not be forced as it may have been an application from store that forced the reset in first place. However there should be option for that. Maybe some kind of list under "My Apps" That would show what has been previously installed on device.
In perfect world it would be possible to even cherry-pick apps from the previously installed list.
