Bug: WiFi search sometimes does nothing

While travelling I have noticed regular situations where WiFi seems to have stopped working. When I bring up the Connect to Internet from WLAN settings nothing is shown. If I press Search, it flashed momentarily and reports nothing was found. It clearly does not try to properly search. I try switching Flight Mode on and off, but it makes no difference. Only a reboot will get it working again.

This might actually be related to Flight Mode going off and on as I've seen it happen when coming off a plane and trying to find an airport WiFi.
