Websites sometimes show a text info, open a menu, or perform other actions when just placing the mouse pointer over some place, even without clicking. The N900 browser allowed you to change to "pointer mode", where swipes move a cursor instead of scrolling, so that you could do mouse-over actions. I would like some sort of interface to allow me to perform mouse-over gestures. Without it, some websites are not fully useable, for example XKCD has tooltips on each strip that are seen only by mouse-over.
