I submitted a custom keyboard layout installable application and it was rejected today. Why?

I had created several Indian language keyboard layouts for N9 and published in Nokia store (Malayalam, Hindi, Tamil, Gujarati, Kannada, Urdu, Telugu, Bengali). I am getting requests for all these languages from my old N9 users, who switched to Jolla.

I am tired of emailing the RPMs to the users with instructions. It would be much easier to just have them download from Jolla store.
