sshd.socket is started on boot regardless of settings

No matter what I set in Settings (activate remote connection for developer mode or not), sshd.socket service is always active. I noticed that the symlink: /lib/systemd/system/multi-user.target.wants/sshd.socket exists on my phone. Is it a bug?

This is OS version 1.0.8.19 (Tahkalampi).
