If vcf file has some specific characters you cannot import contact from it
When I try to import a contact from vcf file that has " (%22) in name it doesn't import the contact.
How to reproduce?
For example send through Bluetooth to your Jolla vcf file that has " (%22) in name. Then select this vcf file from transfers page - nothing happens (normally you would get import page from People app)
