Make WLan edit option permanent

The list of available Saved networks only offers Forget network as long as the network is out of range.

Make network settings editable, always.

It's a restriction from ConnMan side, the services (wlan ssids) which are not in the coverage of the device are non-modifiable. On upstream ConnMan you can't even "forget" them..

It's a restriction from ConnMan side, the services (wlan ssids) which are not in the coverage of the device are non-modifiable. On upstream ConnMan you can't even "forget" them..
